And therefore the Torah was compared to water, just like water goes down from a higher place to a lower, also the Torah its essence is unlimited but it came down a lot of levels until it can be written down on something physical so everyone can understand it.  So when a person learns Torah, the essence of the Torah which is unlimited rests upon him and surrounds him from top to bottom, even though he does not feel it.
