When the Torah came down to every World, it first revealed itself in  the holy of the holiest of that world, and from there, it spread to the rest of the world, and from there, to the  holy of the holiest and of the next world, etc. When the light spreads in the world, all angels of that world are created through the light going into different powers of this world as kindness. From there, we have the different rules of the Torah. Some are negative, and some are positive.
